Position Description - Senior Estimators

MAJOR OBJECTIVES

  • Prepare cost estimates and technical proposals for tender submissions within the scope of appropriate drawings, specifications, quantities and cost data.
  • Review tender documentation issued by client and derive a thorough understanding of clients requirements.
  • Attend site visit.   Gain thorough understanding of local conditions.
  • Prepare a brief execution proposal discuss with operational personnel and amend as necessary.

KEY ACCOUNTABILITIES

  • Ensure that estimates are executed in accordance with the client’s specifications or design brief and the Company’s procedures.
  • Maintain currency with industry trends and new design and construction technology.
  • Conduct site inspections and contract negotiations.
  • Issue request for quotations for tenders.
    Ensure quality, safety and environmental requirements are accommodated in tender submissions.
  • Follow up and analysis of RFQs.
  • Analysis of tender documents.
  • Scheduling engineering, procurement and construction activities.
  • Analyse and comment on proposed commercial terms of projects.
  • Ensure tender deadlines are met.
  • Keep constantly informed of actual site costs.
    Develop an understanding of design and system requirements to enhance industry knowledge.
  • Ensure tender deadlines are met.
  • Ensure the tender process is regularly reviewed to identify opportunities for improvement.

ANCILLARY ACCOUNTABILITIES

Prepare tender submissions, incorporating the following –

  • Registration of tender.
  • Prepare summary of tender documents.
  • Submit Tender Notification to Finance Department.
  • Prepare bidding program and allocate resources.
  • Seek information from client.
  • Copy tender document and issue.
  • Prepare tender file.
  • Attend site visit if required.
  • Submit insurance and bonding requests if required.
  • Initiate basic prices and subcontractor inquiries.
  • Prepare quantity take-offs.
  • Prepare technical study and program.
  • Seek specialist advice as necessary (eg safety, environmental issues).
  • Perform direct cost and indirect cost estimating labour cost calculation.
  • Perform risk assessment.
  • Prepare cash flow.
  • Reconcile plant and equipment.
  • Prepare tender summary.
  • Undertake a tender review meeting.
  • Prepare tender submission.
  • File tender submission and documents.

Undertake post-tender submission administration including the following:

  • Analyse successful tender.
  • Unsuccessful tender review and analysis.
  • Attend contract negotiation meetings and post-tender discussions with client.
  • Ensure that upon award of works that contract documents are reviewed prior to acceptance.
  • Ensure that tender files and records are accurately maintained and made available to construction personnel upon handover.
  • Project start-up and handover to project management team.
  • Any other duties as may be required by the Company.

COMPETENCIES

  • Preferably a tertiary qualification in a related discipline.
  • Minimum of five years estimating experience in the construction or building industry with sound costing analytical skills.
  • Proficient in planning, organising and working to time lines.
  • Strong communication and independence abilities with the capability of enthusiastically engaging others.
